He was elected as governor of Hiroshima in December 1973 for the Liberal Democratic Party, and defeated the Japanese Communist Party candidate Noriaki Yamada.〔(US diplomatic report on Miyazawa's election )〕 As governor he advocated greater autonomy for local governors.
